The Rustenburg Local Municipality has noted, the developments regarding court proceedings which are currently unfolding, in which the Executive Mayor Cllr. Mpho Khunou is involved. The Municipality, will respect the court processes and will not comment on the matter which is linked to the Executive Mayor in his personal capacity.
The RLM has also noted, with disdain unfounded allegations being peddled in the court of public opinion about acts of sabotaging the Municipal Manager. The allegations, as contained in a document already in circulation are far from the truth. Mayor Khunou has consistently maintained a close and sound working relationship with the Accounting Officer since his appointment by Council to date. To that extent, in ensuring that residents continue to receive services, at the weekend the Executive Mayor and Municipal Manager, went to the ground to collectively resolve the power outages that has plagued numerous areas of the City.
During the Christmas break, the Mayor Khunou and the Municipal Manager were working together to ensure that service delivery continues unabated. Further to that, they both conducted oversight duties, over various Units such as water, electricity and waste which are key in providing services to residents and responding promptly to complaints by residents. It is through the efforts Executive Mayor Khunou that in late 2020, through the setting up of a Special Mayoral Committee meetings on service delivery that, many of the challenges which the Municipal Manager was confronted with, have been gradually resolved.
The Municipal Manager has the full support of the Executive Mayor, and his decisions have been endorsed by the Executive Mayor to ensure that the Municipality is well managed and that is done in the best possible way. The recent illegal strike actions within the City’s Infrastructure Directorate were resolved through constant engagement between the Municipal Manager and the Executive Mayor, as well as the consequence management processes which were initiated thereafter to ensure that the discipline is maintained within the institution.
The Special Mayoral Committee meetings, have enabled the Municipal Manager to better use the City’s resources in dispensing service delivery. The challenges around the procurement of materials, required by various directorates such as DCD, DTIS and Roads were fast-tracked. The City’s parks have been cleaned more regularly, materials for water and electrical repairs have been stocked-up to meet the demand as recorded against the lodged complaints and road rehabilitation programme was successfully implemented through pot-hole patching, regravelling of roads as well as road markings in Tlhabane, and Greater Boitekong.
Mayor Khunou has full confidence in Mr. Victor Makona as the Municipal Manager with whom he has entered into an employment contract on behalf of Council. As such, the Executive Mayor takes exception to any attempt which includes sabotaging the Municipal Manager at the expense of residents who deserve to be serviced in accordance with the applicable legislation. It is the view of the Executive Mayor, that such an attempt amounts will bring instability within the institution which is detrimental to the development of Rustenburg.
