Responsibilities of the Office of the Municipal Manager
In terms of section 55 of the Municipal Systems Act, 2000 read with the Municipal Finance Management Act the Municipal Manager is the Accounting Officer and responsible for the entire administration and management of the Municipality.
The Office of the Municpal Manager derives its mandate from several pieces of legislation i.e the Constitution, Municipal Systems Act , Municipal Structures Act, the Municipal Finance Management Act , Ordinances relevant to local government , bylaws, council resolutions. He is also responsible to ensure that the Water Service Trust which is a entity established by the Municpality is accountable to the municipality and execute the mandate of council.
He heads six Departments and several other Units as immediate support structure.The Department are: Public Safety, Community Development, Infrustructure Management, Planning and Development, Office of the Chief Financial Officer and Corporate Support Services.
The three (3) functional Units allocated to the Office of the Municipal Manager:
1. Strategic Planning and Monitoring
It is comprised of the following sub-units : Integrated Development Planning (IDP) , Performance Management Systems (PMS) ,Information and Communication Technology (ICT) and Internal Communications
2. Internal Audit
It has the Chief Audit Executive who is also the Administrative Head of the Audit Committee. The latter is fully functional and consists of representatives from the Bojanala District Municipality, Royal Bafokeng Administration and the Mines.
3. Regional Community Centres (Satellite Office)
The RCC is the extension of the municipality at different service points. It is responsible inter alia for taking municipal programmes to other outlying areas, cordinate the rendering of services, paypoints for municipal services and general cordination of sevral activities of the municipality in the outlying areas. It is intended to bridge the gap between services that are supplied in the main ( head) office and to bring the municipality closer to the people.We have such offices at Marikana, Monnakato, Phatsima, Lethabong, Meriting, Freedom Park, Tlhabane and there is an intention/plan to build more offices in areas where thre is none, considering the radius and distance that will be conducive for all communities. In other instances and wher ther is coperation, the municipality collaborates with the tribal offices to liase with communities.
The overall and integrated responsibility of these units within the Office of the Municipal Manager is to render specialized professional support services and counsel to the line function directorates and Councilors within the municipality by providing:
- Information and communication technology solutions;
- Strategic Integrated Management Systems;
- Monitoring and evaluation of municipal performance
- Ensure institutional viability and transformation; and
- Attainment of other IDP priorities
- Objective and independent internal audit services in line with the standards set out by the Institute of Internal Auditors of South Africa
- Management of localized Regional Cordinating Centres (satellite offices) promote access to municipal services .
- Through these functions stated above, the Office of the Municipal Manager supports the Executive Mayor , Speaker and the Council to discharge its legislative responsibilities.
